The EU Packaging and Packaging Waste Regulation (PPWR) has applied since 12 August 2026 and it has changed what it takes to bring a packaged product to the EU market. Packaging placed on the market now needs a Declaration of Conformity and complete technical documentation. Food-contact packaging must meet new PFAS limits, and recyclability has become a design requirement. More obligations follow in stages, from harmonized labelling in 2028 to recycled content and reuse targets in 2030.
For brands and manufacturers, PPWR is no longer only a sustainability topic. It is an operational one. Packaging decisions made early in development now determine whether a product can or cannot be launched and compliance depends on data that is often scattered across R&D, packaging, regulatory, procurement and suppliers. Many teams still manage packaging specifications in spreadsheets and email, which makes it hard to prove conformity across hundreds of SKUs and markets.
